The need for cultural resources compliance services can be triggered by regulations at the local, state, or federal level. When Wisconsin Act 9 was signed into law on October 27, 1999, Wisconsin joined the nation’s growing comprehensive planning movement. According to a survey recently undertaken by the American Planning Association, only seven states mandate that every comprehensive plan address cultural resources. This puts Wisconsin in rare company when it comes to cultural resource planning. Wisconsin's Smart Growth legislation has also spurred preservation planning for many local governments. Here at JDK, we help our clients through the steps of determining whether cultural resources will affect their particular project and, if they are, what to do about it. Compliance starts with a simple screening of what is on or adjacent to the project location. If archaeological sites or historic-period buildings are present and the planned project will affect them, further treatment is likely to be needed.
